Dynamic construction sites need risk assessment as a continuing change process. Reassess when crews, sequence, equipment, access, weather or adjacent work change, and verify critical controls where the work occurs.
Make change the trigger
A baseline assessment cannot anticipate every construction interaction. Define triggers that force teams to pause and reconsider the risk: a new work phase, changed sequence, different equipment, damaged protection, new trade, weather event, altered access or unexpected condition.
Observe the work from multiple perspectives
Use plans and technical information, but also walk the area with workers and affected trades. Consider routine, non-routine and emergency conditions; occupational-health exposures; human factors; nearby public or client activity; and risks created by one crew for another.
Select and verify controls
Prefer controls higher in the hierarchy where feasible. Record assumptions and residual risk, assign responsibility and define how a critical control will be verified before or during work.

Escalate uncertainty
Teams need authority to pause when required information or controls are missing. Define who can approve a changed method and when specialist review is required. Schedule pressure is not evidence that risk is acceptable.
Learn across projects
Code meaningful changes and high-potential findings consistently enough to detect patterns. Share the learning with comparable projects and verify adoption. Do not turn the process into a generic checklist that overlooks project-specific conditions.
